Description:Leonard Normand was born in Bethlehem, PA. in 1927. After one year at Lehigh University, he enlisted in the Navy and subsequently was drafted into the Army during the Korean War. Upon completion of his military obligation, he moved to CA, earning both Bachelors and Masters degrees in Recreation Administration from California State College at Los Angeles. The city of Monterey Park appointed him to the position of Recreation Director. When the Parks Department merged with the Recreation Department, Leonard was made Director of both Parks and Recreation. During his 31 years with this city, he was responsible for planning and developing eight parks. At this time, Monterey Park was the only city in the United States that could claim that every citizen lived within ½ mile of a city park. Leonard pursued the development, construction and securing of Federal Grants for the completion of these city parks. He also obtained part of the land to build the Luminaries Restaurant and golf course, for $1,000, from the state of California.
