By year’s end, said Peter Hansen at a 17 September 2001 Center luncheon, more than half of Palestinians in the West Bank and Gaza will live below the “poverty threshold.” Hansen, Commissioner General of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), added that the Palestinian refugee population—a group that faces some of the worst economic difficulties—is growing by 3.5 percent each year. Thus, this problem “is growing with demographic predictability.”
