It's hard to understand why, since, the last time I checked, New York was a pretty liberal place and even Rudy Giuliani was cool about sex topics when he was mayor. Anyway, the greatest city on Earth is making a move in the right direction by requiring schools teach kids how to put rubbers on, because frankly, some parents just aren't up to the task.
